Tell BAAQMD Climate Protection Committee to act, not just measure

CO2-smokestack.jpgDespite its name, the Climate Protection Committee has failed to take actions necessary to actually bring down the emission of greenhouse gases (GHGs). We need a strong turnout at this meeting to demand that committee members direct staff to set enforceable numeric caps on climate-wrecking emissions.

To date, the Climate Protection Committee has only succeeded in monitoring and reporting on their increase. They are measuring the problem, not reducing it. We have a problem with that.

We want the Committee to recommend that the Air District staff include enforceable numeric greenhouse gas caps into its refinery regulation, Rule 12-16. We want them to not allow its staff to grant "ministerial" permits for refinery operations-related projects (like the Kinder Morgan crude-by-rail terminal) that will have the effect of allowing increases in greenhouse gas emissions.

Given the fact that five refineries within BAAQMD's jurisdiction, taken together, make up the region’s biggest industrial emitters, its failure to take these steps would amount to a dereliction of the agency’s mission, “to protect and improve public health, air quality, and the global climate."
