Put on the Cap!
Join us at the next meeting of the Stationary Source Committee of the Bay Area Air Quality Management District (BAAQMD). This is our year to achieve rules mandating a refinery-wide cap on toxic and GHG emissions, the path to an effective Bay Area-wide ban on processing extreme dirty crude (tar sands). This is how we will put an end to extreme pollution, GHG emissions and safety risks.
Up until now, regulators have taken a very narrow view of refinery pollution, focusing on "source-by-source" regulations of individual pieces of refinery equipment. That approach ignores the overall impact of what's spewing into nearby communities and the atmosphere. Refinery-wide emission caps can protect our communities from dramatic pollution increases and achieve our demands for a path to 20% reductions in emissions.
We must keep the pressure on the BAAQMD, and stop the staff’s delaying tactics. Late last year, local air regulators adopted the first three in a package of over 30 proposed rules aimed at reducing toxic refinery pollution in the Bay Area. The next rule, addressing safety at the calcining plant, has been further delayed from consideration at this meeting. Virtually the only item on the agenda is a staff update on their response to our demands for rule 12-16 to institute refinery-wide emissions caps, including GHG’s. We must be present to show the Board we will not accept any more delays on adopting this rule.
