The City of Benicia Planning Commission is holding its first public hearing on the long-awaited Recirculated Draft Environmental Impact Report (RDEIR) for Valero's proposed crude-by-rail project. Approval would allow the Benicia refinery to receive up to 70,000 barrels per day of its crude stock by rail, and require installation of a new railcar unloading rack, rail track spurs, pumps, pipeline and other infrastructure at the refinery.
The environmental analysis indicates there would be significant and unavoidable impacts on air quality, greenhouse gas emissions, hazardous materials and biological resources.
Benicians for a Safe and Healthy Community and many other organizations, governmental agencies, businesses and concerned individuals have also determined that there are huge safety risks involved not only for Benicia, but for all communities and the environment along the entire uprail line from the extraction point to its destination in Benicia.
Please voice your concerns about the enormous safety risks, as well as the environmental and climate impacts of this dangerous project, at this first hearing on the RDEIR.
