Environmentalists, oil industry respond to draft refinery regs, Nov 30

MRI image of lungsThe Bay Area Air Quality Management District (BAAQMD) has invited Communities for a Better Environment (CBE) and the Western States Petroleum Association (WSPA) to present 15-minute comments on draft refinery emission regulations (rules 12-15 and 12-16, download links below).  Their presentations will be followed by Air District staff response, and then a public comment period, after which members of the Board will weigh in. No formal action will be taken at this informational hearing.

This format perfectly stages the Air District’s representation of itself as the “reasonable” center point between two extreme camps.  The oil industry wants no further regulation imposed upon it, period; climate activists want to halt the permitting of dirtier oil projects and implement measures that will cut emissions now, not at some indefinite point in the future.

To ensure this, we are demanding that the BAAQMD adopt refinery-wide caps on emissions, limited to the highest level each refinery emitted during the last three years.

The public comment period is our chance to persuade the elected officials on the Air District Board—who will be voting on the final refinery emissions rules—that community and planetary health must come before corporate profits.
