Early Tuesday the Contra Costa Times reported that Chevron accepted an alternative EIR scenario that will not increase emissions of GHGs and toxic contaminants beyond current levels. But city staff recommends the Council not require other conditions set by the Planning Commission, citing possible legal challenges.
