Trading pollution credits on the state market = environmental injustice. Local communities need strong regulation of refinery emissions, including GHGs. Yes, this means current negotiations with the Bay Area Air Quality Management District, which has called upon CARB leadership to ensure tepid local regulation of refinery emissions, and no local regulation of GHGs.
